 Broad-Based Government and Political Patronage

President Ruto’s initiative to form a broad-based government has seen the inclusion of allies from opposition figures such as Raila Odinga and former President Uhuru Kenyatta. This strategy is seen as an effort to foster national unity and inclusivity in governance.

Notably, former Chief Administrative Secretary (CAS) David Osiany, who served under President Kenyatta, and staunch Raila supporter Gabriel Oguda, have been proposed for key positions. Their nominations highlight the political bargaining that characterizes coalition-building in Kenya’s governance system.

 Implications for Governance

The reshuffle marks a significant moment for President Ruto’s administration. It is expected to streamline service delivery and strengthen the government’s focus on key development priorities, including economic recovery, digital transformation, and agricultural modernization.

The new appointments are anticipated to further entrench Ruto’s vision for a bottom-up economic model while ensuring inclusivity in the civil service.

As President Ruto prepares to announce the new lineup of Principal Secretaries, the nation watches closely. The appointments will play a critical role in shaping Kenya’s governance and development trajectory.

Upholding principles of merit and inclusivity will be vital to maintaining public trust and ensuring that the reshuffle strengthens the government’s ability to deliver on its promises.

Over 2,500 Kenyans applied for the PS role, hoping to be shortlisted. Only 109 made the cut.
