Miano and Kabogo Lead as Kenya’s Top Performing Cabinet Secretaries of 2025

Kenya’s 2025 Cabinet rankings are out, and the results have sparked national conversation. The latest Kenya Track Survey, released on 24th October 2025, has revealed the country’s best-performing Cabinet Secretaries, highlighting leaders who are delivering tangible results and earning public confidence.

At the top of the list is Rebecca Miano, the Cabinet Secretary for Tourism and Wildlife, who scored an impressive 81% approval rating, making her the highest-rated CS in the country. Close behind is William Kabogo, the ICT and Digital Economy boss, with a strong 79% rating, cementing his place as a transformative figure in Kenya’s digital revolution.

Miano’s ministry has been a powerhouse of innovation  driving Kenya’s tourism rebound through sustainable strategies and positioning the country as a global eco-tourism hub. From wildlife conservation programs to creative marketing campaigns that have reignited international interest, Miano’s approach has won both local and international praise.

Kabogo, on the other hand, is the face of Kenya’s fast-growing digital economy. Under his leadership, the ministry has expanded broadband connectivity, launched new e-governance platforms, and empowered young innovators through tech incubation programs. His “Smart Kenya” vision is rapidly turning digital dreams into tangible progress, making ICT a key driver of national development.

Trailing the top two is Geofrey Ruku of Public Service at 75%, applauded for streamlining operations and promoting efficiency across government departments. Alfred Mutua, heading Labour and Social Protection, scored 78%, credited for his push on fair labour practices and social welfare reforms.

Kipchumba Murkomen of Interior and National Administration followed closely with 74%, recognized for reinforcing national security and decentralizing administration. In education, Migosi Ogamba scored 73%, earning public trust for stabilizing the school calendar and improving teacher deployment. Opiyo Wandayi in Energy matched that 73%, reflecting positive strides in power accessibility and clean energy adoption.

Further down the list, Aden Duale in Health secured 71%, while Deborah Barasa of Environment and Mutahi Kagwe of Agriculture both scored 70%, rounding out the top performers.

According to Kenya Track Research, the 2025 rankings show a citizenry increasingly focused on results, transparency, and impact. Miano and Kabogo’s commanding scores are proof that when leadership meets delivery, public trust follows.
