The Kenya Track Survey, released on September 8, 2025, highlights the top-performing speakers who have made remarkable contributions in their counties. This year’s rankings place Arc Johnson Mukuha (Murang’a), Justus Kilesi Ngossor (Kajiado), and Philemon Cheruiyot Melly (Nandi) at the forefront, with seven others following closely for their transformative leadership.

Top Three Speakers

1. Arc Johnson Mukuha – Murang’a County Assembly
Arc Johnson Mukuha has emerged as the number one speaker, setting a benchmark in governance through innovation and reforms. His most notable achievement is automating all financial systems and introducing an e-Parliament, which has improved efficiency and transparency. He has also spearheaded investment opportunities by revising the Part Development Plan (PDP), enabling investor conferences that attract new business ventures to Murang’a. Furthermore, his amendment of liquor laws has allowed greater community involvement in licensing, balancing regulation with inclusivity.

2. Justus Kilesi Ngossor – Kajiado County Assembly
Ranking second is Justus Kilesi Ngossor, whose leadership has been defined by his strong defense of community land rights and pastoralist livelihoods. He championed policies that protect land ownership, a pressing issue in Kajiado, while simultaneously strengthening the livestock economy through targeted legislation. Beyond economic reforms, he oversaw motions that expanded bursary allocations for vulnerable learners, ensuring education access for children from marginalized families. 3. Philemon Cheruiyot Melly – Nandi County Assembly
